There is to be a joint FCO/DOI meeting at the DOI at 10 am on Friday 26 February to discuss a number of subjects in the international postal sector.

At present it is assumed that Mr Healy and myself will be the FCO representatives but if you or any other recipients of this minute feel your presence is necessary you are wel- come to attend.

Otherwise, I would be grateful for any general comments you have on the points raised in the draft agenda. I would also like specific advice on the following points:
(i) Dependent territories and the UPU Miss Maxwell
(ii) Possible Expulsion of South Africa from the UPU - Mr Saville
Possible Expulsion of Israel from the UPU Mr Chaplin
English language issue
(iii) Regionalism in UN Organisations
