Further to my letter ORG/VI/82/2 of 4 February 1982, I am pleased to inform you of the agreement of the Chairman of the Executive Council to our views that, the only possibility to fulfill the desire of your Administration to become an observer is to invite the Administration of Great Britain to attend APPU-EC meetings which will then be represented by Hongkong, on condition that such invitation should obtain prior agreement of the majority of members of the APPU-EC pursuant to Article 3 para 4(b) of the EC Rules of Procedure which provides that:

Upon agreement by a majority of members of the Council, the following may be invited to send representatives to observe meetings of the Council or sessions thereof.
"(b) Member-countries of the Universal Postal Union which
are not entitled to membership of the Asian-Pacific Postal Union."
Before the matter be brought for consideration of the members of the APPU-EC, it would seem necessary to be arranged as was in 1975 that when Great Britain was invited, it extended the invitation to the Hongkong Administration.
