1. We spoke about this. As agreed, I have written to DOI suggesting that they send an interim reply to Hong Kong.

I attach a draft telegram which seeks the views of the Political Adviser in Hong Kong and classification of the New Zealand démarche. I should be grateful for your comments.

3. I think that we should also bear in mind that the Prime Minister's visit to China in September may well have an effect on Chinese perceptions of Hong Kong's attendance at the EC meeting.
