HONG KONG: ATTENDANCE AT THE ASIAN PACIFIC POSTAL UNION
1. We spoke. I suggest that you send an interim reply to Hong Kong on the lines that we have heard that there may be some contro- versy surrounding the suggestion by the Director of the APPU that the UK seek observer status and appoint Hong Kong as its represen- tative. We are looking into this. We are also looking into alterna- tive ways of arranging Hong Kong's attendance with a view to protecting their long term interests.
For your own information, we are asking the High Commission in New Zealand to follow un Mr Lawley's telephone call to Mr Mantle. We will also alert the Political Adviser in Hong Kong to the action we are taking.
