ATTENDANCE OF BRUNEI AND HONG KONG AT THE ASIAN PACIFIC POSTAL UNION EXECUTIVE COUNCIL MEETING
I understand that no problems are foreseen as regards our seeking observer status for Brunei, but that the likely reaction of the Chinese Government to the inclusion of Hong Kong in the delegation is the subject of further consideration within the FC0.

As agreed with Terry Cawthorne when you and he spake yester am enclosing the draft of the telegram we were proposing to soc to Hong Kong as the final check before a formal approach was made to APPU. Also enclosed is a first draft of the letter to the APPU.
Unfortunately the APPU is not one of the postal organisations with which close contact is maintained, and I remain uncertain as to exactly when the next Congress will be held.
I will take no further action on behalf of either Brunei or Hong Kong until you have given us clearance to proceed.
