YRTELNO 920: ASIAN PACIFIC POSTAL UNION (APPU) EXECUTIVE COUNCIL MEETING OCTOBER 1982
1.
We now propose asking DOI to seek APPU agreement to
observer status for the British Ensemble of Overseas
Territories. The DOI would add out of courtesy that
at Seoul Brunei alone would represent the ensemble. Thus we hope
that China would be unable to raise further objections and
the principle of observor status for the ensemble will
become established, leaving the way open for Hong Kong's
attendance at the Congress.
