I am writing on behalf of the British Overseas
Territories to formally request authorisation under
Article 3 para 4(b) of the APPU-EC Rules of Pro-
cedure for observer status at the meeting of the
Executive Council to be held in Seoul in October.
You may wish to know that, if observer status can
be confirmed, a delegation of postal officials
from Brunei will represent the Overseas Territories.
No representative from Her Majesty's Government
or the British Post Office is seeking to attend
the meeting. If you require any further information
at this stage please let me know.
