was on Brunei observor alone. Despite this, it appears
the Secretariat think that observor status for Brunei may
set the precedent for Hong Kong's attendance and they
therefore wish this to be discussed at Council.
3. (For Wellington). We should be grateful for a report
from the New Zealand delegation on how this question is
handled at the Council. We assume that New Zealand will
speak in favour of observor status. However, it may be
helpful to the delegation if you explained the
distinction between the BOTAS and the Sultanate of Brunei
which is not and never has been a dependency.
