4. The APPU is of course a sovereign body and HMG is not therefore
well placed to influence its decisions directly. However, the
New Zealand delegation is sympathetic to Hong Kong's desire to attend
meetings as observor and will use its influence in favour of Hong
Kong. The Foreign and Commonwealth Office will seek to discover
whether there are any substantive reasons behind China's refusal to
consider Hong Kong's attendance.
