The 1965 Act, which consolidated the Nuclear Installations (Licensing and Insurance) Act 1959 (c.46) (the 1959 Act) and the Nuclear Installations (Amendment) Act 1965 (c.6) (the Amendment Act) inter alia, gives effect to the Paris and Brussels Conventions and governs the liability of operators of nuclear installations for injury and damage caused by nuclear occurrences.

3. The 1959 Act established a system of licensing of nuclear installations and provided that the operators of such installations should be strictly liable for injury and damage caused by nuclear

The main principles underlying the Paris Convention may be summarized as follows:
