Having looked at the question, and noted that it is phrased in the present tense, I think that we need do no more than answer it also in the present tense.
In that case, the answer for Gibraltar also is ''no''

In the background note however we must point out that the Sintra meeting with the Spaniards is due on 25/26 June. At that, we are committed, in terms of the Lisbon statement (copy attached) to start negotiations on all the differences between us over Gibraltar.

An announcement that the Sintra meeting would start on 25 June was made to the House on 20 April by Mr Hurd (copy attached). Confirmation that the meeting was going ahead came most recently on 14 June in answer to another PQ (attached).
