Your minute of 15 January refers. I have consulted the Home Office regarding the suggestion that the seminar include Common- wealth communities in Britain as one of the subjects for discussion. The Home Office view, with which NTD and MVD agree, is that since the Nationality Act and the consequential amendments to the Immigration Rules are very much 'live' issues and the possibility of the question of race riots and the Scarman Report being brought up, discussion of this subject would do more harm than good. The whole question was, in any event, very much a contentious issue at the last Conservative Conference and the Conservative Central Office are also therefore likely to object.
