4. In the light of Mr Paterson's minute of 26 November, and Mr Cambridge's of 2 December, I have only included a passing reference to nationality and immigration issues. Perhaps they could let me know if they think more should be done.
5. I have not attempted in this draft to cover Mr Luce's request (Mr Cresswell's minute of 10 December) that thought should be given as to how we can best help to maintain democracy and freedom within the Commonwealth, as I imagine CCD are considering this separately. But it may be necessary to include something
in a later draft.
6. I should be grateful for comments on the draft from CCD, and from other recipients. I should be grateful if ECD(E) could comment on the extent to which the Commonwealth helps or hinders our policy towards the European Community. I should be glad of comments by 21 January if possible.
