1. Mr Bowley's minute of 25 June. Office has spoken to me about this. down for the four and a half hour period on the afternoon of 5 July. If there is a rail strike the one on British Rail is likely to take up the whole time but this cannot be guaranteed. The second Motion by Mr Michael Hamilton has still not been specified and it is possible that he will withdraw it. In any event the Cabinet Office have asked that we should prepare contingency briefing for Mr Onslow.

Apparently Sir Victor Goodhew's Motion may be amended but at present it is:

'To call attention to the future of the United Kingdom Dependent Territories'.

Obviously the House might take this opportunity to have a further debate on the Falkland Islands and I should be grateful if you would cover this. The other most sensitive subjects are Gibraltar and Hong Kong. We will cover the latter and I should be grateful if Dr Wilson could provide briefing on Gibraltar. I should be grateful also if Mr Edwards would provide a note on the West Indian and Atlantic Dependent Territories, essentially covering our attitude towards movement to independence.

3. To save time I suggest that briefs should be sent direct to PS/Mr Onslow. I should be grateful if we could be sent a copy.
