In conclusion, Ministers may agree that -

Mr Gardiner's motion might be talked out; its terms are, however acceptable;
no decision can yet be reached on Mr Hamilton's motion;
iii. it would be preferable if Sir Victor Goodhew's motion were not
reached; if it were, it should be talked out.
