1. In the absence of a meeting of Legislation Committee this week, the Lord President thought it would be appropriate to settle in correspondence the handling of Private Members' Motions for 5 July. This letter sets out the background to the motions for 5 July and proposes how they might be dealt with. (In only one case is the full text of the motion so far available, and no subject has yet been put down for the second motion. The position may therefore need subsequent reconsideration.)

Travelling Public and British Rail - Mr George Gardiner
(Conservative, Reigate)
Mr Gardiner's motion was put down after discussion with the Parliamentary Under Secretary of State, Department of Transport, who will use the opportunity to discuss the current position on the railways, the future of the industry, and the need for more productivity and for modern working practices. (Monday will also, of course, be the second day of the next ASLEF strike.) Mr Gardiner does not intend to press the matter to a vote, and would prefer it if his motion was talked out. His motion is in any event acceptable. We understand that these arrangements are acceptable to the Chief Whip from the point of view of the subsequent business on 5 July.

United Kingdom Dependent Territories Sir Victor Goodhew

Sir.Victor's motion could cover the Falkland Islands, Gibraltar and Hong Kong. It would be desirable if the motion were not reached but defensive briefing will be prepared. This will emphasise that the problems of each of the three territories are different and cannot adequately be dealt with in a short debate.
