Thank you for your letter of 10 June and for the

enclosed letters from Mr Teale.

I was interested in your idea that we should hold

special referenda in each of our Dependent Territories.

But we should still have a continuing obligation under

the Charter to send the UN regular reports on our

territories and I think it would be difficult to argue

that it would be illegitimate for the UN to debate

them any more. The UN's discussions are not usually

quite as bad as you imply. We do not always manage to

keep them on the rails, but we think it is in the

interests of the territories that we should continue

to try, and we certainly do not have the least

embarrassment in defending our policies.

With regard to Mr Teale's points, we shall

certainly consider the petition when it is received

here. As for the absence of the RMS 'St Helena', I

understand that the St Helena Shipping Company has chartered a small vessel, the 'Aragonite, which has

already arrived at the islands on her first voyage and
