I submit a draft text for a wind-up speech by the Minister of State in reply to Sir V Goodhew's debate on 5 July as requested by the Parliamentary Clerk.

2. The point has in fact been covered in very recent corres- pondence between Sir Victor Goodhew and the Prime Minister. Sir V Goodhew also wrote to Mr Onslow and a draft acknowledgement was submitted on 1 July.
3. I attach background on the Committee of 24 which is the
'Committee on Colonialism' to which Sir Victor refers.
4. The draft, like the motion, is cast in general terms. May I suggest that if specific questions regarding particular dependencies arise during the debate, the Minister of State might undertake to write to the Members concerned?
