12. Is there a strategy within the Government of the Foreign

and Commonwealth Office in relation to dependent territories?

Are there plans for progress towards independence for each of the

territories? Is there some kind of overall strategy and policy?

(Mr Ure) There certainly is a strategy. It has to be

tempered to the particular conditions of every territory. What that

strategy is/I feel a political question which you would probably want

to address to ministers.

13. You are aware of it, are you?

(Mr Ure) I am very aware, certainly, of what the policy is

with regard to cach territory, and I mean it is no secret from

anyone in this country that our overall strategy over the years

has been to bring to independence countries that have been ready

for it and have wanted it.
