'To ask the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government has a general policy in respect of the future status and development of all 13 remaining Dependent Territories'.

We propose to submit a reply as follows, with the attached background note. I have consulted Parliamentary Unit on Mr Foulkes' meaning of 'development' and I am advised that we should take it to mean 'aid development'.
