1.

I set out below the terms applicable to the post of Governor, Hong Kong.

2. As you know, a Governor holds office during Her Majesty's pleasure, but this tenure of office in Hong Kong is normally understood to be for a period of five years. Arrangements will be made for the issue of your Commission before your departure for Hong Kong.

The emoluments of the office are at present as follows:

Salary

Entertainment Allowance

HK$613,200 per annum (approx. £55,745 pa)

HK$180,000 per annum (approx. £16,365 pa)

(approximate rate of exchange: HK$11 = £1)

These are paid directly by the Government of Hong Kong and are tax-free. Transfer grants and climatic clothing allowances are not payable to Diplomatic Service officers on Hong Kong Government terms.

4. The cost of running Government House and a country residence (upkeep and maintenance of buildings, furnishings and grounds, electricity, water, telephones, official cars, wages etc) and the cost of the Governor's staff are met from Hong Kong Government funds.

5. The grant of leave is at the discretion of the Secretary of State. The amount of leave will not normally exceed that provided for senior officers by the local leave regulations. At present 42 days' overseas leave per annum isgranted with first-class passages at Hong Kong Government expense. There is also provision for local leave up to 10 working days.
