Freight is
(a) Foreign cars;
(b) Cars more than 3 years' old unless certified by a qualified engineer to be in good mechanical condition and able to withstand a
further 3 years' use.
5. The Governor is himself responsible for all arrangements in
connection with the shipment of his car. The onus is also on him to see that his car is properly covered by marine or transit insurance
for all sectors of the journey. The FCO does not and cannot accept responsibility should anything go wrong with shipping or insurance arrangements or for damage to the car in transit.

Charges which can be met from public funds are as follows:
(a) Reasonable cost of preparation for shipment;
(b) Delivery charges to docks;
(c) Handling charges and dock charges at shipping point;
(d) Loading;
(e) Unloading;
(f) Freight;
(g) Port dues;
(h) Preparation for the road (ie removal of protective grease or wax but not normal servicing such as oil change, battery charging,
adjusting headlights);
(i) Marine or other transit insurance.

7.. Costs incurred on passages, baggage and transit insurance which meet the conditions laid down in paragraphs 8 to 13 below, should be met in the first instance from Hong Kong Government funds. Claims for reimbursement supported by vouchers should be submitted to the FCO through the Hong Kong account with the Crown Agents.
