1. Mr Luce has seen Mrs Vittery's submission of 5 February with which was attached Mr Davidson's valedictory despatch. The Minister has made several comments which I list below:
(a) It seems that Mr Davidson was clearly a bad choice and has not been a distinguished Governor;
(b) The Minister feels that we must be careful with our future appointments and hopes that Mr Barwick will have the required authority and decisiveness to carry out the Governor's job successfully.
2. Mr Luce is generally concerned about the whole set-up in the BVI and would appreciate a visit, at the earliest sensible moment, being incorporated in his travel programme. In the meantime, Mr Barwick should Yl report progress on the various problems mentioned in
Mr Davidson's despatch.
