1. At the Chief Clerk's meeting on 7 June we considered the continuing relevance of the recommendations in paragraph 19 of HKGD's paper of June 1981 on this subject. (Extract attached for ease of reference).

(a) Still valid. The concept that Diplomatic Service Officers should only be chosen. for dependent territories postings
on a voluntary basis should be ended. Such a posting should be considered as part of the normal range of jobs. However, obviously people should not be forced to go if unwilling.
(b) Still valid although experience so far, e.g. in Bermuda has thrown up difficulties.

(c) We cannot stick to a definit two officers for training and posting per year although A on these lines should be kept
in mind.
(d) Probably the most practicable way of training Diplomatic Service Officers without previous HMOCS experience. Training Department can fund such attachments provided they are linked to specific postings. The timing of job vacancies needs to be adjusted to take account of such possible training.
(e) Still valid although further training on attachment would probably also be necessary for people without HMOCS experience.
(f) Still valid. Extra staffing for the Falkland Islands may provide some suitable people for the future.
(g) No longer valid. It has been agreed that such an adviser might not be justifiable.

POD and HKGD should draw up an agreed grid for dependent territories postings and keep in close touch on possible candidates. (There are other sources including Hong Kong, ODA etc). POD are preparing a computerised list of officers not necessarily with HMOCS experience but who have worked in suitable small posts.
