The Chief Secretary is the head of the Falkland Islands Government Civil Service. He is responsible to the Civil Commissioner for all aspects of the administration of the Colony and Dependnecies. He acts in the absence of the Civil Commissioner and deputises as High Commissioner for the British Antarctic Territory when required. He is the senior official member of the Executive and Legislative Councils. His duties are broadly:

2. At a meeting on 3 November with Mr Westbrook (FID) and Mr Quantrill (POD) the following qualities were identified as being of value:

an energetic and infectious enthusiasm for the job in hand.
Administrative skills and especially an
ability to turn his hand to anything which needs to be done.
The capacity to work out a clear order of priorities and give directions for their implementation.
A range of entrepreneurial, financial and developmental skills so that he can direct the work of FIDA and involve the Financial Secretary and Standard and Chartered Bank in it.
Negotiating skills in both a commercial and administrative sense. He should particularly have the capacity to present cases clearly and persuasively to the Island Councillors.
