Thank you for your minute of 5 January. It is not entirely clear from the Treasury's letter of 24 December 1981 whether they have grasped that we are not asking for additional funds.

I agree with your proposed line for a renewed bash at the Treasury. No other non-grant-aided territories are involved at present, apart from those in your paragraph 2(a). You might consider reinforcing your paragraph 2(e) by adding that the funds will be administered by the FCO who would naturally keep a close eye on expenditure.
3.
I have seen Mr Perris' minute of 8 January. The topping- up of Governors' emoluments is administered by HKGD not PSD. I think Mr Perris is right in saying that the topping-up procedure is no secret to the Treasury; this department already has delegated authority (from the former CSD) to supplement emoluments as required.
