1. In his minute of 21 October 1981, Mr Clift asked Accommodation and Services Department to approach the Treasury on our behalf as in paragraph 2(c) of the recommendation in his submission of 5 October 1981 that Vote I C5 and Vote II funds be used for non-grant aided territories.

You will know from Mr Stansfield's (ASD) minute of 5 January 1982 that the Treasury originally turned down the request. I now enclose a copy of a Treasury letter dated 11 March agreeing that the initial £28,000 for the upgrading of furnishings and maintaining in non grant-aided territories may come from subhead C5, within the existing PES provision.
3. Before I speak with ASD as how best to start the ball rolling, I should be grateful for your comfirmation that the British Virgin Islands, Falkland Islands and Montserrat are still the only non grant-aided territories.
4. Would you also please confirm that in the case of grant- aided territories, the proposal in recommendation 2(b) of 45) Mr Clift's submission of 5 October 1981 (that expenditure
should be the subject of a special supplementary grant-in-aid from the ODA) is being used satisfactorily. Are all the grant-in-aid territories aware of the scheme?
