I confirm that, as far as WIAD is concerned, BVI and Montserrat are the only two non-grant aided territories involved in this exercise.
3. As regards the grant-aided territories, Mr Herdman will no doubt comment on St Helena. On my side, I have not yet notified the two territories concerned (Anguilla and TCI) on the grounds that I did not wish to raise any false hopes until it was clear that Finance Department, ODA, had no comments on para 2(b) of Mr Clift's submission of 5 October.
4. The present position in respect of each of the two territories concerned is as follows:
(a) Anguilla The bid was for £3000 to tarmacadam the drive (which might or might not be done from local funds) and £6000 for furniture. I will now write to Mr Godden to enquire about the drive and ask for a breakdown for an estimate for furniture (and an air-conditioner for the small office at GH). When I have these details, I will seek a supplementary grant-in-aid. (b) Turks & Caicos A bid has just been made for a supplementary GIA of £12500 for furniture etc (not included in the original bid from the territory). If approved, this leaves the request for £4750 for the GH fabric. Before we act on this, however, we consider it essential that, as proposed in para 8 of Mr Clift's submission, the PSA representative in the Caribbean, should visit TCI and advise on what exactly is required. This proposal was no doubt made with non-grant-aided territories in mind but it would be most helpful if it could be extended to include the TCI, where expert advice on the fabric is almost certainly required.
