Most common type of certificate is for single journey

valid 6 months only: Also two types of multiple visit

entry certificates: valid for twelve months or for two

years. The latter, known as Visitor 'B' certificates, granted

to prominent businessmen and some others of high standing

in Hong Kong. Period of validity extended to two years in

1980.

UMELCO and Hong Kong Government keen that validity

period of all multiple visit entry certificates should be

extended to four or five years. Under discussion between

FCO and Home Office.

Overseas Students' Fees

Decision in November 1979 to withdraw the general

subsidy from fees paid by overseas students, including those

from Hong Kong, made purely for financial reasons. Decision

caused ill-feeling in Hong Kong which continues. Regarded

as another sign of lack of British interest.

Subsequent drop of around 50% in Hong Kong students

coming to UK,eg new first-degree course students from Hong Kong

in UK fell from 651 (1979) to 342 (1981); comparative increase

in number going to United States and Canada.
