SUMMARY OF RECOMMENDATIONS

1. The FCO should invariably be consulted by letter as soon as the

possibility of an overseas visit by a Minister is mooted, so that the

post(s) concerned can be consulted. This should be distinct from

the subsequent letter seeking the Prime Minister's and/or the

Foreign Secretary's approval. (8.13)

2. Ministers should be asked to give a lead in keeping down

the size of parties of visitors, by keeping their own parties as

small as possible. (5.23-25, 8.13)

Departments should calculate the cost of any new international

activity involving regular visits, in terms of official time and

money, before deciding to take part. (5.4)

5. Lead Departments obliged to attend meetings should aim to

represent other Departments. (5.5)

6. 'Sunset clauses' (i.e. requiring a fresh positive decision

to continue work after a certain point) should be inserted in
