RAYNER SCRUTINY ON OFFICIAL VISITORS AND THE USE OF DIPLOMATIC POSTS
1. Mr Morland has just completed his Rayner Scrutiny. I attach a copy of the recommendations listed in his report.

I am writing and minuting separately to FCO departments and other Government Departments with a direct interest in the report's proposals; but many proposals are general rather than specific. For example, all geographical departments have an interest in recommendations 1, 3, 15, 23-26, 29 and 30, while all functional departments will be interested in recommendation 22. I thought you would wish to be spared the task of reading the whole report, but a copy of the full version can be provided if you wish.
3. I hope to call a meeting in the week beginning 2 August to start work on the Action Document. This will address itself to the mechanics of putting acceptable parts of the report into effect rather than to general principles; but if you have any points to make, or would wish to be represented at the meeting, please let me know by 30 July.
