INSPECTION
NR
1. Further to my letter of 3 April, I am now writing to confirm the arrangements for a General Inspection of the Trade Commission, including a review of overseas allowances, to take place from approximately 1 - 13 February. The Inspectors will also be looking at the British Diplomatic Service Mail Office.
2. The inspection team will be led by Mark Chapman, supported by Michael Cox as Assistant Inspector and Penny Sherman as PA. Mark Chapman will be writing to you in due course about prepise details of arrival and timing.
3. Guidance on the scope, purpose and content of the Inspection, and on the action to be taken at Post, will be found in Volume 80, Chapter 1, of Diplomatic Service Procedure. I should be grateful if you will give instructions for the necessary preparations to be put in hand. I enclose the pre- Inspection forms mentioned in paragraph 1.4.1 of DSP 80.
I should be grateful if you could ensure that the instructions are read carefully because they have been substantially modified from the instructions that have been sent out in previous years, although of course I realise that some of this may not apply in the case of the Trade Commission. ensure that SIQS reach the appropriate Departments in London Would you please also not later (but sooner if possible) than 15 October.

So far as allowances are concerned, the Inspection will be conducted with a CSD allowance inspector, which means that the local allowance budget will be calculated in conjunction with him. The CSD inspector does not have access to Diplomatic Service officers' personal budgets, nor those of DS seconded staff; nor is he concerned with IRS and entertain- ment allowance. But he is of course responsible for the allowances of all Home-based civil servants in Hong Kong. CSD inspector will write directly to your Administration Officer

5. Again, on the allowances side, all DS seconded staff should be treated the same as your own UK-based staff and should be asked to prepare personal budget forms and be available for budget interviews. I should be grateful if you
