I have already alerted Security Department to the dichotomy between FCO and Hong Kong Government practice (see exchange of letters ending with Security Department's letter of 26 May).
Communications
I hope the inspectors will take some note of the perennial problem of wrongly addressed telegrams and letters. I shall be discussing this in detail with John Brown of Communications Operations Department during his visit here next week and shall encourage him to brief the inspectors accordingly.
Length of Tour
I continue to believe that a two year qualifying period for paid leave travel is out of step with both the Hong Kong Government (including seconded DS officers) and local commercial practice. Until 1973 Hong Kong as a tropical posting was regarded as unhealthy for service; little has changed (in fact many would say that the quality of life has deteriorated) yet the conditions of service are the same as for any European or North American post. I enclose a copy of my last letter on the subject to PSD.
STC's Duty Tour
Perhaps you could kindly ensure that the inspectors are advised of the importance of an annual speaking tour in the UK by the Senior Trade Commissioner. I have no doubt that the four tours which I have completed have significantly helped to increase interest in the market by British exporters.
I hope this is not too much of a tall order but I think it is important that the inspectors arrive fully aware that they are not dealing with a small consular outpost given that our trade in the market is now catching up with Japan and greatly exceeds that with China.
