The Inspectors should be asked to ensure that the directives to the Senior British Trade Commissioner and the Head of the China Trade Unit are consistent.
EC Presidency and Hong Kong
There has been some doubt over the nature of the Senior Trade Commissioner's role with respect to the EC, while the UK holds the presidency. Because of Hong Kong's position as a dependent territory, it would not be appropriate for the STC to act as the representative of the EC in Hong Kong. There have not so far been any major problems, but the question is one of which the Inspectors should be aware.
Future developments
Relations with China are likely to remain good, with continuing need for the CTU. There is likely to be fairly continuous pressure of work in Southern China and on projects involving cross-border co-operation.
The Hong Kong economy is likely to remain relatively buoyant (though with peaks and troughs). Conventional trade work is likely to remain at the same level or even rise.
Project work is likely to continue and (depending on decision on replacement airport) to increase.
I should also be grateful for a sight of the draft before it is issued.
