Under new section 49E, the Commissioner for

Narcotics and directors of reporting agencies are empowered

to authorize disclosure of confidential information in the

interests of bona fide research, provided that they can

do so without disclosing the identity of any drug abuser.

New section 49F allows disclosure of confidential

information in certain circumstances where consent is given

by the person who is the subject of the information. Under

this new section, the authorization of the Commissioner

for Narcotics or, as the case may be, of a director of

Subsection (4) includes

a reporting agency, will be required, in addition to the

drug abuser's consent, before disclosure is made; and

subsection (2) of the section specifies what must be

contained in that authorization.

Any prosecution for an offence under the new

Part will require the consent of the Attorney General

under new section 49H.

9.

The list of reporting agencies set out in the

new Fourth Schedule to the principal Ordinance will, by

new section 491, be capable of amendment by the Secretary

for Security.
