The Embassy having put in their Note, we must clearly await the Foreign Ministry's reply before deciding how far this particular case should be pursued. If the Ministry take the line that Chean is Chinese I am inclined to agree that we should drop it. In the meantime you may like to see the enclosed copy of my submission of 19 January and Alan Donald's comments which show, I think, that we were alive to some at least of the considerations mentioned in your letter.
