In my letter of 3 November 1980, I undertook to write again in reply to your letter of 25 September when the Hong Kong Government had completed its
investigations into the allegations of corrupt and unlawful activities in the Small Boat Unit (SBU) of the Royal Hong Kong Police Force.
Unfortunately, the author of these allegations did not respond to appeals to come forward and give evidence. However, the inquiries were as thorough as was possible, given this difficulty; 106 people were interviewed, including members of the SBU, a number of illegal immigrants and other interested parties. No evidence was found to substantiate any of the allegations contained in the attachment to your letter, and the Crown Prosecutor has not recommended that any legal action be taken.
I am sorry it has taken so long to reply to your letter, but the investigation into the complaint has been full and detailed.
