Lenehan Article : Mr Dawson's Correspondence

On Monday, when I alerted you to the possibility of an enquiry from Mr Mark Wolfson, MP, I gave you some background to the Dawson exchange on Lenehan's interview.

You will wish to note particularly that the ICAC had agreed to his being interviewed by Sally Selby (Birmingham Evening Mail) on the understanding that the story would be about the life of a West Midlands officer in Hong Kong. The subsequent emphasis on the extent of corruption in Hong Kong came as a surprise to the ICAC.

Although David has been in receipt of quite a few letters and copies of letters from Mr Dawson, his communications with Mr Dawson have been by discussion, eg over lunch on 12th November. Naturally, we kept the Commissioner, ICAC closely informed of those consultations.

As a result, we were asked by the ICAC on 18th November to transmit a letter to the Editor of the Birmingham Evening Mail. This we did on 20th and a copy of the letter from the Commissioner, ICAC is attached. Before its despatch to Birmingham, the letter was read over the phone to Mr Dawson and he was completely satisfied. Meanwhile, he had written Mr Wolfson literally just two days ago before my telecon with him.
