December 1978

On appeal, and following representations by various persons,

including Mrs. Elliott who wrote to HE, SCS caused the termination

of MacLennan's services to be cancelled. Subsequent reports by

the SIU indicated some Police resentment of MacLennan's apparent "success" and this may have been heightened by his alleged bragging about it. Furthermore he allegedly claimed that his

possession of information implicating Mr. Henry in homosexual

practices was a reason for the reversal of the earlier decision.

November 1978 - June 1979

Investigations by the SIU into certain procurers named by Duffy continued. Files were presented to the Legal Department but were found to contain insufficient evidence to support prosecutions.

Little priority was accorded to these matters by either the Police

or the Legal Department.

June 1979

At the end of June, shortly after the Attorney General had

taken up his duties a draft petition from Duffy was forwarded to

the AG who discussed the same with HE and CS. The draft petition contained general and unsupported allegations against many prominent personalities including the past and present Chief Justice, the past CP, Mr. Slevin and also the present CP. Duffy alleged both Mr. Slevin and Mr. Henry had protected one of the principal

procurers. It was decided that Duffy should be interviewed by ICAC officers, but in the event Duffy refused to give specific leads and, in particular, would not or could not provide evidence in support of his allegations.

July August 1979

CP was told by HE of the ICAC enquiries of Duffy and of his allegations, which CP strenuously denied. Subsequently HE advised that the investigations into the procurer allegedly protected by
