Was the decision to prefer the charges referred to in sub-paragraph (c) hereof a proper one having regard to the evidence put forward at the time that decision was taken? If not, was there any improper motivation on the part of the person or persons who took part in
such decision?

The Commissioner shall personally, as soon as reasonably practicable after the conclusion of the hearings, prepare and render his report to the Governor on the Inquiry, and shall in any event so

The Terms of Reference above shall be in substitution for sub-paragraphs (a) to (e) of paragraph 2 of the above mentioned Gazette Notice and all matters of evidence not within the above shall be outside the terms of reference of the Commission for all purposes.

The Inquiry shall henceforth be held in camera pursuant to the provisions of Section 3(e) of the said Ordinance.
5.
The Commission, pursuant to Section 3(g) of the said Ordinance, shall have and exercise the powers conferred by Section 9 of the Ordinance to punish all or any of the contempts specified in Section 8
thereof.
