death was other than suicide ?
(b) what shortcomings, if any, were there in the police
investigations immediately after Inspector MacLennan's
death and if there were shortcomings, what were the
reasons for them ? Were the persons making these
investigations properly motivated?
(c) were the charges which were about to be preferred against
Inspector MacLennan on the day of his death properly
brought ? Was the evidence upon which those charges
were based properly obtained? Were the persons who
obtained that evidence properly motivated? Were the
persons who were about to prefer the charges properly
motivated ?
(d) what other police investigations regarding Inspector
MacLennan and relating to homosexuality were conducted
between the beginning of 1978 and the date of his death ?
Were such enquiries conducted with propriety? Did they
have any bearing on his death ? Were the persons
conducting such enquiries properly motivated ?
