The Council expressed the view that while the evident

disadvantages of directing the Commissioner as in (b) above...

were serious, they were outweighed by the probable dis-

advantages of permitting the proceedings to continue in

open session, if the Commissioner continued to conduct the

Inquiry in the way he had been doing.

The Attorney General said that he had been subpoenaed

to appear before the Commission and withdrew from the Chamber

during the discussion of this item.
