The Governor advised the Council of developments since

the memorandum was drafted and the Chief Secretary explained and clarified the reference to a CAPO report at paragraph 9(b)

of the memorandum..

The Council ADVISED and the Governor ORDERED:

(a) that the Commissioner's request in

paragraph 3 of the memorandum should

not be acceded to;

(b)

that the Commissioner should be directed

to conduct all further proceedings of

the Inquiry in camera; the timing of

(c)

this direction and the terms in which

it was conveyed to be left to the

Governor's discretion;

that the present

e present terms of reference of

the Commission of Inquiry should not be

clarified or limited at this stage; and

(a) that efforts should be made as a matter

of urgency to engage a senior London

silk to take part in an appropriate

representative capacity in the

proceedings of the Inquiry.
