BACKGROUND

CONFIDENTIAL

1. Police Inspector MacLennan shot himself just before he

was to be arrested for homosexual offences. The peculiar

circumstances of his death led the Coroner's jury to bring in

an open verdict. There were allegations that he might have

been murdered. The Governor set up a Commission of Inquiry.

2. Thirteen Police Officers were mentioned in the Commission's

Report. Three cases have been referred to the Complaints

Against the Police Office, three are being dealt with adminis-

tratively within the Royal Hong Kong Police Force and the Commissioner

of Police is being asked to consider the need for similar action in

two other cases. No action is warranted against the remaining

five officers.
