meeting took place between Brooks and Fulton with Quinn and McKillop from the SIU also present. It was Brooks' opinion that Fulton had become nervous, as Fulton had assessed that if the deceased was ever confronted he could tell the SIU facts about Fulton's homosexual activities that the SIU did not know. Brooks will further state that he spoke firmly to Fulton reminding him of his duty to assist the Police and that they parted leaving Fulton obviously emotional but with instructions that Fulton was to report back in the usual manner. He will state that he has never spoken to Fulton since. He will state that neither he nor SIU personnel suggested to Fulton to arrange a homosexual liaison between the deceased and others.

He will further state that he was shown Lindsay's letter/statement and other documents on 7.2.80 by Mr. Pelly. He will say that the letter suggests that he or the SIU suggested to Fulton that he arrange a homosexual liaison between the deceased and others. This was never the case and he can only suggest that Fulton's interpretation of what was required was

wrong.

Mr. Angus Graham, an Inspector attached to the Special Investigation Unit of CID HQ will state that in September 1979 he accompanied Chief Inspector Quinn to the Wine and Cheese Bar in Hennessy Rd, Wanchai where a meeting had been arranged with Fulton. During this meeting Fulton informed him that a male friend of Fulton's had been invited into the deceased's flat by the deceased when the friend had been attempting to make a telephone call from a public call box inside the foyer of the Government Service Flats in Homantin. He will state that this was the only time he heard the deceased's name mentioned by Fulton. He will further state that he has worked closely with Chief Inspector quinn since August 1978 who has at all times acted within the confines of legality and propriety and has complied strictly with any instruction conveyed to him. He will also corroborate the fact that the SIU was in no way connected with the original complaint against the deceased in Yuen Long.

Mr. N. McKillop a Chief Inspector attached to the Special Duties Unit will state that he was present at various meetings between Fulton and the SIU and corroborate the fact that no undue pressure was put on Fulton by the SIU.

From the evidence shown, the allegation is that Michael Fulton had been tasked by the SI to frame-up the deceased. Fulton does not use the word frame-up in any statement and it would appear to be only Mrs. Elliott who
