Divisional Superintendent Kowloon City, Mr. J. Trotman call the deceased to his office where he would be confronted and then arrested by Mr. Quinn. The reason for using this method of arrest was in order to prevent any possibility of misuse of the revolver (the deceased was a CID officer and therefore should have been in possession of a personal issue service revolver) and to prevent any destruction of possible material evidence which he may have possessed.

morning of 11th January Brooks will state that he was present in Mr. Ross's office when Mr Ross telephoned Mr. Trotman to inform him of the date and time of arrest. Mr. Trotman asked for the time to be changed from 1000 hours to 1030 hours and this was agreed.

On 14th January he will state that at 1940 hours he received a call from Mr. Trotman who told him that he was in his office with the deceased and his solicitor Mr. S. Llewellyn of Hampton Winter and Glynn. He will state that he was surprised at this as he had assumed that Mr. Trotman would not have given the deceased any indication of the reason for being called to his office. Mr. Llewellyn requested that the time the deceased was required to report the next day be changed to the afternoon of 15th January as Mr. Llewellyn would not be available in the morning. This was refused and Mr. Llewellyn said that another solicitor would therefore be arranged. Mr. Brooks will further state that he arranged the arresting party which would consist of Mr. M.F. Quinn, CIP, Mr. TIN Chat-man, IP and Mr. F.C. Loughrin, SIP. They would be accompanied by D/Sgt. 7711 and DC's 9782, 16190 and 3360. The party was accompanied by an Identification Branch Photographer - Mr. POON Ngok-ming. Mr. Brooks would remain in his office in Police H.Q.

Mr. Michael F. Quinn, a Chief Inspector of Police with the Special Investigation Unit will corroborate the evidence of Mr. Brooks as regards the charter of the Special Investigation Unit and the investigations into the deceased's homosexual activities.

He will further state that he was fully aware of the arrangements made for the arrest of the deceased on 15th January at Homantin Station. He was present with Mr. Brooks received a telephone call from Mr. S. Llewellyn on the evening of 14th January. He was also surprised that the deceased had been forewarned of the arrival of the SIU the following day. The deceased 's knowledge of this information would enable him to destroy any possible evidence, or possibly flee the Colony.
