RESIGNATION
4.
The deceased had only been in Special Branch for about one month when he surprised his superiors by announcing to them that he intended to resign and return to the U.K. to become a Constable there. He told Mr. Roper that he reason he wished to resign was that he would be happier in the U.K. He also informed Mr. Roper that he had in fact been in touch with the Metropolitan Police for some time. Mr. Mansell will state that the deceased sent a memorandum to the Commissioner of Police dated 12th April 1977 informing the CP of his resignation and giving the reasons for his resignation as his unsuitability for life in Hong Kong and his wish to join the U.K. Police. These reasons were repeated verbally to Miss A.H. Calderwood, Chief Staff Officer Recruiting and Development during an interview on 6th June 1977. He was struck off strength on 17th July 1977 and he returned to the U.K. where he joined the Metropolitan Police.
RE-ENGAGEMENT
5.
Mr. Mansell will state that the deceased applied to rejoin the RHKP on 20th December 1977. He wrote to the Commissioner of Police stating that his reason for resigning from the Royal Hong Kong Police in July had been concern for the health of his mother. This reason for resigning had not been mentioned before by the deceased. He was accepted back into the Force and was re-engaged on 25th March 1978. Mr. E. Common will state that he was the Divisional Superintendent of Yuen Long and that the deceased was posted to the New Territories District. Initially he served at Yuen Long Police Station and then he was posted to the New Territories District Command Contral Centre and later to Fanling Magistracy. He will also state that whilst at Yuen Long the deceased appeared perfectly normal, mixing with other residents of the Yuen Long Mess. He occasionally became a little withdrawn but after drinking whiskey would become rather excitable and loquacious. Mr. Common will recall an allegation of misconduct concerning a Chinese youth made against the deceased at Yuen Long in August 1978.
