Before going to Manila on have at the end of November. I wrote to the AG
again Suggesting that criminal proceedings be instituted agamist Jumin
who
On my return I again saw the AG said that he would only take action if formal complaints were made.
9 relayed this information to Fullow who, fearful of his own position, took
no further action
In essence therefore, whilst I do not know the exact cause of Jusp, Machonsan's death I do feel that he was a target of a ruthless unprincipled criminal masquerading as a police officer. It is rumoured that Quinn was planning some farther action against Machonnan, although
other uitivesses will be able to deal with that aspect of the case.
The following points are disturbing :- i) why is a man with the background of Quin
(allegations of frames-up, intimidationn
threatening or magistrate in public etc) allowed to contive to operate in aw area which is very sensetur and in which police action is totally selective?
11) Why did semos police officers turn a
blind eye to allegations of criminal conduct
by Casin / Brooks - when they apparcully accepted the truth of the allegations by taking internal action ?
JiD) What does it take to move the AG.
frour his state of inertia ?
