I should make it clear that, though I have visited Hong
Kong many years ago, I am quite unacquainted, as far as
I am aware, with any person who figures in this incident.
I possess no local knowledge and especially no knowledge
of the methods of the Hong Kong Police. When explanations
for MacLennan's death, which involve the suggestion of
widespread corruption and perjury by large numbers of
policemen, the Government Chemist, Forensic Pathologist,
Fingerprint, Handwriting and Ballistics experts have been
given to me I have tended to regard these with scepticism
for such a thing would be unthinkable in the United
Kingdom. I hope I have not been unduly sceptical.

I have tried to deal solely with the scientific and factual
evidence available about this incident, to express opinions
only about matters which fall within my experience. A
number of assertions have been made concerning statements
of persons alleging blackmail, coercion and 'frame-up'
situations. These cannot be proved or disproved and/or
are not scientific - I have therefore largely ignored
such 'evidence'.
I have considered it useful to set out my comments in
