The private investigators engaged by the Commission Mr. Vincent Carratu and Mr. Terry Reeder of Carratu Limited, completed their investigations in a relatively short period of time. I am advised by my legal advisers that their work was highly professional and competent.

I would also like to thank Mr. Graham Barnes, Director for Home Affairs, for providing Chinese Language Officers (in particular Mr. Mak Yuen-ting and Mr. Leung Bo-sang) for assisting in the taking of statements in Chinese.
I thank also Mr. Thomas Garner, Commissioner of Prisons for making arrangements for members of the Commission to interview a number of prisoners.

My thanks also go to Mr. Ian F. C. Macpherson, Director of Administration and Management Services for his assistance in arranging the accommodation of the Commission's office, the venues of the public hearings and for providing all necessary financial and administrative back-up.

I also record Mr. Henry's and Mr. Moor's assistance in ensuring that directions were given which enable the investigators for the Commission directly to approach and interview numerous police witnesses, many of whom had already provided statements to Superintendent Pelly or the CAPO. Needless to say, this was an area of some understandable sensitivity.
The Commissioner of Police also gave an undertaking to the Commission that there would be no contact with the male prostitute witnesses by certain police officers. This undertaking was scrupulously kept.

In thanking Mr. Robert Brown, Senior Assistant Commissioner of Police, I have particular regard to his difficult role as Liaison Officer between the Police and the Commission. He has discharged his role with efficiency, patience and integrity.

Last but not least I would like to thank the news media for their accurate and balanced reporting throughout these long months. I said in 1978, and say again now: "We are fortunate that here in Hong Kong the news media are, for the most part, responsible as they are accurate.
